Steamroller inflicts damage and has a 30% chance of causing the target to flinch. Steamroller cannot make a target with a Substitute flinch, even if the Substitute breaks.
If the target has used Minimize, Steamroller now bypasses accuracy checks to always hit, and will deal twice the normal damage, unless the target is in the semi-invulnerable turn of a move such as Dig or Fly.
