It evolves to Nimblow starting at level 20, and evolves into Cirribus when it is exposed to an Air Stone.
A Flowby's most prominent feature is its head, which appears as a large, white, rounded sphere. Upon the top of its round head is a small curl, similar to one that a young child would possess. Joined to the head is a fluffy, white, cloud-shaped body, which adds to Floby's cloud-like appearance. Flowbys are filled entirely with water, giving them no real internal organs, bones or muscles.
Flowbys can create numerous types of weather, such as rain, hail and thunderstorms. They are also known to conjure up winds of strong strength. Flowbys are unique in the that they are made entirely of water vapor. This allows them to be hit by powerful moves, with the damage being much less that usual.
Flowbys can be found to be quite simple Pokémon, especially due to them only being able to move during windy weather. Upon seeing a Flowby, it will start to drizzle or hail softly.
Flowbys happily drift anywhere in the air.
Although small, Flowby can use its airy body to create strong breezes that are capable of lifting a child off its feet.
